But you won't be able to do it alone - t o accomplish your ultimate goal you're going need some allies, whether they like it or not. In Stellaris, civic points are used to change the scope of your government, and you only have three possible slots to fill with these points. While there's a diverse list of civics to choose from, every individual empire will have its own benefits and requirements for spending civic points. Your government name and civic bonuses will change dependening on the balance of authority, ethics, and how you choose to spend your civics.

Hello everyone!
One of the things that bugs me each time I play a Hive Mind empire is that I don’t feel like diplomacy is a thing. Movie maker 3 2 1. Even with other Hive Minds. We’re just, here, and we try to propagate, to pollinate and, in some cases, to devour other things. Hive Minds don’t seem to me intelligent, but just some big organism interested only in eating. Yeah, they developed FTL travel and know how to communicate, but… I don’t know, maybe I’m waiting a little more from an organism consisting of thousands of brains, immortal and old as the universe.

So, allow me to introduce: The Misunderstood Loner! Think of Blorgs, but in a Hive Mind. The Hive Mind is a lonely creature, alone, with no one to speak with, to exchange ideas, apart from drones (but, let be honest, they lack conversation, especially when anything they said are put in their mouth by you). But this Hive Mind, contrary to others, do not only want to grow. He wants to communicate. He wants to share. He wants to exchange ideas with other organisms. And look! There is. Really different because their mind is split, but nonetheless it’s some company.
In term of mechanics, it could be seen as Rogue Servitor but for Hive Mind. The Hive Mind wants to know other species, so it accepts some of their representants on its planet. Like Bio-trophies, a new job would be created for them: Diplomats, that increase Influence points generation, unity, society research and eventually too deviance (with drones intrigued by those independent beings). Drones cannot go live on non-Hive Mind worlds though.
It will also allow the Hive Mind to have access to the Diplomacy tradition tree instead of the Adaptability tree.
Additionally, this Hive Mind would be more inclined to go into diplomacy: he would accept more easily Migration treaty (to have more Diplomats), non-aggression/defensive pacts, and most importantly, federations. Misunderstood Loners would be a mix of Federation Builders and Fanatical Befrienders in term of AI personalities. He would not have the “Propagation” trait (meaning he become really aggressive when boxed; here, the Hive Mind would not become more aggressive because he’s happy to have neighbors).
Having a Hive Mind playable with more diversity (other than “I just want to extend and then maybe devour everything” or “I just want to extend and then surely devour everything”) would be great because I feel like if they were not really developed. For me, Hive Mind could add a lot in terms of GP and RP, and it’s a shame that it’s just reduced to some sort of huge hungry monster.
